The website designer should always keep in mind that all the visitors will have the same level of eye sight, even visitors with poor eyesight can visit the website, and therefore it should be possible for the visitor to adjust the font size according to their requirement. The relative value recommended for this would be:

Irrespective of the size of window of the user, the designer should make sure that the navigation features are present to the user. Therefore, when applying the design it is always better to maximize the browser window since every user will not surf in maximized window.
